Position Overview

This role encompasses comprehensive support across financial management, stakeholder engagement, grant administration, operations, and program coordination. It involves overseeing budgeting and expenditure tracking, ensuring compliance with relevant policies, and managing invoices and financial reporting. The position also requires cultivating relationships with government ministries, NGOs, and civil society to align program delivery with national priorities. Responsibilities also include managing the full grant cycle, administering procurement and contracts, and supporting in-country logistics for training and events. Additionally, the role provides administrative and HR support for technical advisers, maintains documentation systems, and contributes to planning, monitoring, and governance activities to ensure effective program implementation and accountability.

The Senior Program Manager will report to the Managing Director of Prestige Alliance. 

 

Program Background

Our client aims to support Cambodia’s sustainable growth into a resilient upper-middle income country that delivers inclusive growth for all Cambodian citizens. The program will be implemented through two pillars: 

  1. the Aid Advisory Services: procuring local and international advisers to provide technical advice on development programming and priority thematic areas (such as gender equality, disability, social inclusion, climate, localization, and governance, among others). This will include Long-Term Advisers (LTAs) and Short-Term Advisers providing targeted/ad hoc support; and
  2. The Aid Enabling Services pillar: providing other non-advisory services and expertise to rapidly respond to emerging development needs identified by Post. This may include grants management (to local CSOs), capacity building (training, study tours etc.), strategic communications and events management, and monitoring and evaluation (M&E) services. 

 

Key Responsibilities

1. Financial and Budget Management

  • Support the full cycle of financial planning, monitoring, and reporting to ensure alignment with program objectives and donor requirements.
  • Process and reconcile incoming and outgoing invoices, maintaining accurate financial records.
  • Track and forecast expenditures, prepare financial reports, and contribute to the development of annual budgets.
  • Ensure adherence to client’s financial policies and procedures, with particular focus on relevant procurement and compliance standards.

2. Government and Stakeholder Engagement

  • Cultivate and maintain strategic relationships with Cambodian government ministries, local NGOs, and other key stakeholders to support program delivery and policy alignment.
  • Represent the program in meetings and consultations with government counterparts and civil society organizations, ensuring effective communication and collaboration.
  • Facilitate coordination and engagement with local partners to promote shared objectives and strengthen institutional partnerships.

3. Grant and Contract Management

  • Oversee the grant funding cycle, including solicitation, evaluation of proposals, due diligence, and ongoing oversight of CSO grantees.
  • Develop project and activity descriptions that reflect program priorities and program objectives.
  • Monitor grant implementation, providing technical and logistical support to ensure compliance with contractual obligations.
  • Manage procurement processes, including drafting Terms of Reference (ToR), conducting assessments, preparing selection reports, and administering sub-contracts.

4. In-Country Operations and Logistics

  • Coordinate operational activities such as procurement, consultant and supplier engagement, and contract administration.
  • Maintain and update rosters of consultants and suppliers to ensure readiness and compliance with program standards.
  • Contribute to the development and revision of operational policies and procedures, including updates to the Operations Manual and Flexible Responsive Fund Guideline.
  • Organize and support logistics for in-country trainings, workshops, and other program-related events.

5. Administrative and Human Resource Support

  • Manage onboarding and mobilisation of technical advisers, including pre-departure briefings and arrangements for visas, insurance, and accommodation.
  • Provide ongoing support to long-term advisers embedded at Post, ensuring smooth integration and operational continuity.
  • Maintain robust record-keeping and document management systems to uphold transparency and accountability.
  • Support internal communications and administrative functions, including procurement of supplies and coordination of office logistics

6. Program Coordination and Monitoring

  • Participate in program planning and review sessions, contributing to the development of annual work plans, budgets, and reports.
  • Support Monitoring, Evaluation, and Learning (MEL) activities by collecting and tracking performance data.
  • Provide secretariat support for program governance structures, including program management meetings (PMM) and the GEDSI Committee.

Note: Perform other duties as reasonably assigned to support the effective delivery of program objectives.

Selection Criteria

Required Qualifications, Skills, and Experience

  • Master’s Degree in business administration, Public Policy, Development Study, Law and other relevant fields.
  • 8+ years’ relevant experience in a similar role (particularly development consulting firm)
  • Experience managing small grant, procurement processes and contract management, including ensuring compliance with government funder requirements such as USAID, EU, FCDO and DFAT (experience with DFAT programs highly preferred)
  • Excellent written communication skills, particularly, the ability to draft clear, accurate, and concise documents for procurement (e.g. ToRs) and contracting (e.g. description of services / Scope of Work for subcontracts).
  • Experience supporting finance and budget management processes, particularly invoicing, expenditure tracking, and forecasting
  • Strong project management background, with demonstrable experience developing workplans, monitoring progress, and reporting
  • Demonstrated ability to manage diverse stakeholder relationships (funders, government, consultants, CSOs, suppliers, program partners etc.)
  • Professional fluency in both Khmer and English

Desirable Skills and Experience

  • Understanding of DFAT requirements, including (but not limited to) Australia’s Commonwealth Procurement Rules and Commonwealth Grant Rule and Policy.
  • Experience in managing small grant
  • Event management and/or communications experience
  • Familiarity with the local CSO landscape in Cambodia

Work Environment

  • Infrequent travel (occasional domestic travel may be required)
  • Occasional need to work outside of regular working hours - mornings or evenings - depending on operational needs (e.g. to join calls with Australia- and/or UK-based teams, or to support urgent request)
